Innovation Research
(1) Marine Business: Establishing a comprehensive business chain that encompasses top-level design, standard formulation, survey and monitoring, accounting and evaluation, transaction consulting, and pilot demonstrations. Participated in compiling the "National Blue Carbon Ecosystem Carbon Stock Survey and Assessment Pilot Report," completed Fujian Province's first marine spatial planning project, and conducted the first marine carbon sink census project at the county-level administrative unit in Fujian Province. Promoting Fujian Province's carbon sink trading in Hong Kong through the Fujian-Hong Kong cooperation platform. Undertook tracking and monitoring services for marine ecological protection and restoration projects supported by central government funds in 2023. Engaged deeply in national debt declaration planning and the construction of comprehensive marine disaster prevention and control systems in cities. Advancing businesses such as technical regulations for marine blue carbon survey, monitoring, and measurement evaluation, blue carbon trading consultation, and marine carbon sink monitoring and evaluation laboratories.
(2) Ecological Dual Carbon Business: Establishing a comprehensive process for technical services related to national pilot project applications, planning and design, mid-term evaluations, pilot acceptance, and promotional activities for ecological protection and restoration. Successfully secured 100 million yuan in national subsidies for local ecological civilization pilot zones. The innovative "mountain-sea model" for land space ecological restoration received special coverage from the Ministry of Natural Resources. The Minjiang River Estuary wetland restoration sub-project was listed as one of the first 15 outstanding typical cases of China's Mountains-Rivers-Forests-Farmlands-Lakes-Grasslands project by the Ministry of Finance, Ministry of Natural Resources, and Ministry of Ecology and Environment. Undertook and completed the first batch of green low-carbon pilot projects in Fujian Province's urban and rural construction sector. Carrying out energy-saving and carbon reduction planning, design, implementation, and carbon sink trading for "zero-carbon buildings," "zero-carbon parks," "zero-carbon villages," "zero-carbon islands," and other initiatives.
(3) Resilience and New Infrastructure Business: Using "drainage and flood prevention + sponge city" as a breakthrough point, a comprehensive business chain for resilient city top-level design, pilot demonstrations, monitoring and evaluation, and investment and financing packaging implementation has been established. A series of drainage and flood prevention and sponge city-related planning and research projects were completed, contributing to Fuzhou ranking first nationally and being selected for the second batch of sponge city pilots. The top-level design for Fuzhou's urban water system interconnection and coordination was led to completion (which was included in the State Council document), and the nation's first special planning for new urban infrastructure construction was developed. Research and development of new materials and technologies such as submarine seismometers and optical fibers is being advanced, involving disaster prevention, mitigation, and resilience enhancement for important facilities in roads, bridges, buildings, water conservancy, and offshore wind power. Assisted Fuzhou in successfully applying for the Asian Development Bank loan 2023-2025 planning alternative projects.
(4) Urban Health Check and Renewal Business: Developing a comprehensive business model encompassing the entire chain of "urban health check + urban renewal + project package generation + investment and financing + provincial-level model packaging". Provided services for Fuzhou's urban self-assessment for 6 consecutive years, with the experience selected as a typical case by the Ministry of Housing and Urban-Rural Development. Supported Fuzhou in successfully applying to become one of the first national urban renewal demonstration cities (2024), and is currently providing assistance for related urban renewal initiatives. Undertook the "Fujian Provincial 14th Five-Year Plan for Urban and Rural Infrastructure Construction" and supported the development of Fujian Province's special action for improving urban and rural construction quality.
(5) Experimental Research and Monitoring Detection Services: A key laboratory for monitoring and detection is being established with the goal of supporting monitoring, supervision, and key technological breakthroughs in critical areas such as marine, ecology, resilience, and dual carbon. This initiative is creating a scientific research and innovation platform that integrates applied basic research, technology development, and achievement transformation. The laboratory is equipped with C/N elemental analyzers, total organic carbon analyzers, greenhouse gas analyzers, inductively coupled plasma chromatographs, fiber optic demodulators, vibration sensors (seismometers, strong motion accelerometers, displacement meters), and computational software such as MIDAS. These cover the full range of work requirements including field surveys, experimental pre-processing, laboratory testing, data analysis, and simulation. The laboratory is capable of undertaking monitoring, detection, and related experiments in areas such as ocean carbon sinks, sea area utilization demonstrations, ecological restoration project effectiveness evaluation and tracking, enterprise carbon emission monitoring and accounting, building energy conservation and carbon reduction, and disaster prevention and mitigation for major facilities like water conservancy structures and wind power. Currently, CMA qualification certification is being advanced, with efforts to establish provincial and ministerial-level key laboratories and engineering technology innovation centers and other high-level scientific and technological innovation platforms during the "15th Five-Year Plan" period.
